President Biden spurred criticism and praise on Monday with his decision to commute all but three prisoners currently on federal death row.
Sen. Tom Cotton (R-Ark.) called the move “politically convenient,” since Biden left three of the most infamous criminals off the list: Robert D. Bowers, the Tree of Life Synagogue shooter; Dylann Roof, who opened fire on a church in Charleston, S.C.; and Dzhokhar Tsarnaev, the surviving Boston Marathon bomber.

CBS News, which obtained the report, reported the Ethics Committee found “substantial evidence” of violations related to “prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress.”
